Not sure if this is still true, I applied based on education, other than copies of one of my transcripts that I had to submit on usajobs.gov when I applied, they haven't asked me for an official and I already have a FOL.Unofficial is fine to start. If selected (on the basis of education) you will need to provide an official transcript eventually.

Was looking this over while filling out my resume on USA Jobs. Few questions: (1) Is it necessary to fill out the preferences page on USA Jobs? (2) Similarly, is it necessary to have references (other than that of supervisors for work experience)? From what I can tell, they only contacted current/prior employers in the most recent bid. (3) Also, under the "How to Apply" section from the link you provided, it says to list the start and end dates of work experience down to the day; however, the Resume Builder only allows for months.
