Not true. There was a telecon or a Q and A or something a couple years back where this exact situation was addressed. The NCEPT panel said they didn't want to overload a training department by sending too many at once. It's bogus. But it is what it is I guess.

It absolutely is bogus, because of how some facilities have a ton of backlog and some don’t because of this arbitrary-ness. It isn’t consistent at all.

Seeing as how this effectively ruins the “based on numbers and nothing more” concept of the NCEPT by adding some arbitrary nonsense (which we were supposed to get rid of), they should publish what each facility’s maximum allowed number of trainees is, so that people may bid accordingly.

I didn’t bid this panel, but when I do again, I’m going to be livid if I know a facility can pick up 14, I find out I get ranked 7, so i drop other ERRs because I want to go to that facility, and then the NCEPT only authorizes a pick up of 6 for arbitrary reasons. Now I don’t get to go anywhere, because I withdrew ERRs from other facilities that could have been my second or third choice, and someone else could take the possibly single release at my facility.

So the priority list says MLU is not CAT 1 or CAT 2 and 0 people can be picked up from that facility. But on the NCEPT list someone from MLU was picked up to HCF and it says MLU was CAT 2. I don't get it
 
Just because they are eligibility doesn’t always get them there. Managers have the ability to rank them as insufficient experience of unsuccessful at a similar level or similar facility. So if there are 10 on the list doesn’t mean Ord wanted them all and they have the ability to say no thanks.

The NCEPT FAQ on KSN specifically says this is false. Managers can’t say they don’t want specific people, and the NCEPT board will oblige this request. They rank based on their opinion, and NCEPT staffs based on this ranking. Supposedly they can cut off for “too much training backlog,” as we now see this panel, but they can’t refuse specific people.
 
What you all don't know, and I just found out from a former FacRep...

If a facility can pick up 5, but only selects 3... The other 2 will most likely be hardships. These are done at the same time but not told to anyone. Our former FacRep was tired of doing all the work to pick up one or two to get none, but get two hardships on the backside. So it's all done at the same time.
