I'd pick the person who can work volume and not 5 southwest planes a day.
This is a valid point but there’s also something to be said for doing that kind of air traffic. Its so different that some people who are used to working by the seat of their pants in a busy vfr tower struggle with how procedural and controlled air carriers are. Hard to say one is easier than the other, they’re just different.
 
That's not how it works but whatever.
Please enlighten me. I had a chat in Vegas last week with the NCEPT guy. They look at manager rankings, but it doesn’t make sense for the agency to release someone from a 90% staffed facility to an 85% staffed facility and create a CPC-IT. It’s more beneficial to release someone from a 100+% staffed facility.

Volume is only part of it, and as others have said it's two different types of traffic. You can't completely dismiss the fact that a 6 has worked 18k air carrier ops a year vs a 9 that did less than 1k. Thats why you can't just pick based off of facility level, they should look at other things like type of traffic worked as well.
 
One thing about these NCEPT threads, I used to feel like controllers were mostly agreed upon how transfers should work. Now I see that no matter what NATCA did people were going to be furious about it.
 
If I was ranking someone for a spot at ATL and my options are someone from GFK or SRQ, im going with the person that has actually worked a decent amount or air carriers.

GFK does work "a decent amount of air carriers." Allegiant and lots of regionals fly out of there, and controllers have to sequence their departures with the 8+ in the pattern frequently. I'd rather have a controller who can do that than one from a one-in-one-out low level air carrier-only facility that has more complexity on CD than LC.

You do know that low level facilities have to sequence their departures and arrivals with pattern traffic as well right, it's not limited to just certain places.
Look at the traffic count or ATADS for PNS and come back and with a straight face tell me I work at an "one-in-one-out low level air carrier-only facility that has more complexity on CD than LC."

Why are you asking us to look at your PNS?

Was just illustrating that swa are pretty flexible. Most airline pilots wouldn’t do that if it wasn’t their idea.
 
Then one thing I’ve not seen discussed here is that these atms and natca reps do talk to other facilities. Of the people you work with at your “level 14” facility don’t like you then new facility doesn’t want you either, hence why joe blow from lvl 4 scum is being rated above you. Word of advice, either turn into a stellar controller where they can’t say anything about you or be a better person and I promise you’ll get picked up. There are a lot of people out there who are known as scumbags and when their name pops up on a list they get sent to the bottom
