Agree 100%. The statement was mainly bc I didn't want to hear the "some of those places are home for people!!" defense/complaint, like that somehow justifies paying someone to work a couple planes a day.
 
ILG has 10 out of 11 targeted cpc's according to the priority placement tool. They're over 90% staffed with two more expected to certify. Could someone explain to a noob why they're a mandatory facility? Was the Academy list generated before this newest Priority Placement tool?

Without trying to throw too much detail at you, I'll try my best to explain in outlined form
- In terms of the placement list, the only number they really concern themselves with is the projected average of each facility.
- ILG also has two outbound controllers, which dropped their projected national average down to 86.6% on the most recent PPT.
- The PPT is executed once per month, but the Staffing Workbooks (Where ATM's update their current staffing) are updated continually and the terminal placement list is also updated continuously based on the next class to graduate and the current Staffing Workbook Data
- Retirements are only counted as "Projected Retirements" on the PPT based on this equation (Age 56 minus training time at the facility). If someone elects to retire when they first become eligible, they won't ever show up as a projected retirement.
- Prior to ILG being a mandatory facility, they had one of three things happen between the PPT run and the academy list being generated... A) One of their trainee's washed B) One of their trainee's quit (it happens) or C) One of their trainees CPC'd and someone retired. On the current SWB (staffing workbook) they show 10 CPC's, 1 trainee, and 2 outbound controllers, which brings their projected percentage down to 78%, one of the lowest in the country, thus the mandatory.

Thank you! That would explain why so many Academy grads went to JAN, and looking at MWH with a projected percentage of 54%, I can only assume they'll be showing up on the list for a while.
 
MWH hadn't updated their training records, hence the massive amount of spots on the list. Placement is actually removing most of them. Obviously MWH doesn't need 50 new trainees. 😀
 
Still waiting for HR to call for July NEST placements, my options are still shown as "Reserved" (though I didn't get all of what's shown as Reserved as options)...submitted my list over two weeks ago.

Where are these nest folks coming from to get offered level 10+? Do you still go through the nest if you have return rights? That's the only thing I can think of that might make sense.

The July Nest panel is the last panel in which return right candidates still show up as "reserved for NEST...". Effective Aug 8, 2017. CPC's who wish to return to their old facility will be processed immediately and will not have to wait for a NEST panel. From here on out, anything that shows "Reserved for Nest..." will be for people who rejected their return rights.

What about a situation where a previous facility is projected above 100%? Are previous facilities guaranteed or is it still a staffing thing?
 
There were a few good facs offered. Where you coming from

Level 11 tower. I was previously certified at a level 6 tower, was offered level 7 towers and below. A friend who is washing out of a level 12 tracon and previously certified at a 6 up/down was offered my list plus a bunch of up/downs level 8 and below.

As others have said, yes. Those reservations are for people certified at 11/12 facilities that are being processed and offered pretty much every vacancy in the FAA if they were certified at a radar facility, and just towers if they were tower only. You'll still see that in the future if someone either doesn't want to return to their previous facility or if it's above 100% and return is not allowed.
 
I was under the understanding that if a facility had people wanting to ERR there that they would get the first go at it. However, this doesn't seem to be the case as there are a couple facilities on there that say reserved for NEST people where either people I know or myself personally have an ERR in. Is that not the case? Thanks!

It's a first come, first served system. If there's a NEST panel before a scheduled NCEPT, NEST controllers to be retained have a first pick at the facility with vacancies. Many facilities offered in this last NEST have more than one vacancy, so the single slot on the list here seems more of a placeholder than anything else.

Sorry I should have clarified further. The 100% rule (Projected CPC %) is still in place so people who don't qualify for return rights or elect to turn it down are the only people who will be processed is a NEST panel moving forward.

Thats what I thought. A friend of mine is always checking staffing levels in case they decide end training and go back to the previous facility.

At least now, the moment they hit under 100%, they can stop training and be processed back to their old facility the same day. No more waiting and hoping.
