So, take a look at Saint Louis area on the GS table as an example. 2023 locality is 19.1% and 2024 is 19.63% (0.53%) increase. 4.7% as the base + 0.53% should be 5.23 and not 5.17. Which is correct? If it’s the 5.23%, how many others might not be correct numbers. So when HR calculates the raise for Saint Louis, or other areas, is the raise going to be correct?Here's the 𝛥 for locality rates

You have to add the 4.7% to your basic first, and then multiply by the new 2024 locality.
