2024 Pay Calendar and Pay Tables

Anyone have the 2024 Payroll Calendar? Along with that, when will the new pay scales be released? I’m assuming not until early January.
According to New 2024 Locality Pay Areas Finalized Affecting 33,000 Federal Employees
"...The final 2024 federal pay raise tables — including applicable locality pay — are usually released by the Office of Personnel Management in December..." Yes, I know we're a week from Christmas

And it seems that FAT, RNO, ROC, and GEG are getting locality areas too

So, take a look at Saint Louis area on the GS table as an example. 2023 locality is 19.1% and 2024 is 19.63% (0.53%) increase. 4.7% as the base + 0.53% should be 5.23 and not 5.17. Which is correct? If it’s the 5.23%, how many others might not be correct numbers. So when HR calculates the raise for Saint Louis, or other areas, is the raise going to be correct?

To clarify, these aren't the locality rate increase. These are the total raises, per locality, inclusive of both the 4.7% Raze4all and the locality delta, per locality.
 
So, take a look at Saint Louis area on the GS table as an example. 2023 locality is 19.1% and 2024 is 19.63% (0.53%) increase. 4.7% as the base + 0.53% should be 5.23 and not 5.17. Which is correct? If it’s the 5.23%, how many others might not be correct numbers. So when HR calculates the raise for Saint Louis, or other areas, is the raise going to be correct?
I thought the same thing until I got out the calculator. You can’t add the two percentage increases together and then multiply it by your current base (which includes the 2023 locality number which is now irrelevant). You have to add the 4.7% to your basic first, and then multiply by the new 2024 locality. If you do that the number on the chart should check out.
