Excuse my ignorance, but other than being able to apply in Pool 1 and potentially waiving basics if selected, what exactly are the benefits to CTI?

Not much. You'll get more of a background in ATC and aviation, but the academy is designed to take someone from zero knowledge and turn them into a controller, so you're really just paying for something that they'll pay you to learn anyway. Statistically speaking, CTI graduates tend to fail out of the academy at the same rate as true OTS students, so it's not some magic bullet that will guarantee you to get through. Depending on the pool breakdown you MIGHT have a slightly better chance of receiving a TOL, but it'd be a shame to spend several thousand dollars on an education and not even get hired for that job.

On the FAQ on here it says all military time that is bought back will be applied to the effective start date of the FAA so I'm assuming that means seniority. If thats true I'll be one old trainee lol 10 years!

Seniority starts on your first travel day. I don't think that has changed.
 
The way it worked in my previous agency was that you had your seniority date (date you swore in), and then military had their SCD (service computation date) adjusted, all the SCD did for me was give me the higher leave accrual but didn't help with actual seniority for job bids. However I did have the 5pt added to my applications.

It counts for retirement, but unfortunately doesn't affect seniority. Facility seniority is set when you become a BUE, which for OTS hires would be the first day after you graduate from OKC, regardless of military service or class date or any other factor.
