Hey does anyone know how the veterans preference factors into this hiring equation? Best I can figure so far is the 10 point preference is just tacked on top of my ATSA score? If that’s true then I’d make it into band 1 (85%) just by scoring at least 75%? Does that make sense to anyone or am I hopelessly optimistic?
 
You'll only get one if you get a TOL. There are most likely multiple rounds anyways, so there's always a chance you get picked up later on. Once it's all done, it'll eventually say 'Not Referred' in USAJobs

You might hear earlier than that if that January OTS bid really happens. Usually when a new OTS bid opens up they change everyone to Not Referred on USAJOBS, usually...

As a 5 point Veteran that morally refused to game the VA system like almost everyone I know, and knowing that the chances that anyone with an actually disabling disability that still medically qualifies as an atc are slim, I hope you don't get crap.

Although everything I've read about Veterans points says something like this:

"Ten points are added to the passing examination score of:"

Meaning that if you did pass with a 70 you would now have an 80. If you had a 69 though you would not get bumped up to passing.

If you look at last years number posted earlier. 237 vets were Band 1 and 52 were Band 2. It look to me that points were added compared to the CTI numbers.

The only place that would make sense is it being added to the test score. Maybe our man Stinger would know for sure though?

How Preference is Applied
In the competitive service, when agencies use a numerical rating and ranking system to determine the best qualified applicants for a position, an additional 5 or 10 points are added to the numerical score of qualified preference eligible veterans.
When an agency uses a category rating system, preference eligibiles who have a compensable service-connected disability of 10 percent or more (CPS, CP) are placed at the top of the highest category on the referral list (except for scientific or professional positions at the GS-9 level or higher). XP and TP preference eligibles are placed above non-preference eligibles within their assigned category.
For positions excepted from the competitive service by the President or OPM, agencies must follow one of the options laid out in 5 CFR, part 302 of OPM’s regulations, unless the position is not only in the excepted service, but also exempt from part 302 procedures.
For positions excepted from the competitive service by statute, agencies must follow any rules that Congress imposes.


So I think since the ATSA is the only thing that is scored then they’d apply your points to the score.
 
I found this on stuck Mic but it’s from 2009 so I’m not sure.

Maybe this will help clear it up. If you have 5 or 10 pt veterans preferences, it does not get added to your ATSAT score and for the 2152 anncmts there is no numerical score assigned to your application, just the ATSAT. When they divide up the referral lists, those with veterans preferences are reviewed FIRST before any CTI / OTS. Keyword being 'reviewed', not guaranteed a selection.

Here is the policy, bolded the pieces that are specific to the hiring process for ATC Entry Level.

When eligible external candidates are ranked according to numerical score based on a formal examination or a scored crediting plan, scores will be based on a scale of 100, with all applicants who pass or qualify being given a minimum score of 70. Veterans entitled to preference will have 5 or 10 points added to their scores and will be listed as follows:

1. For scientific and professional positions in grade FG-9 or higher, names of all qualified applicants are listed on a register in order of ratings, augmented by veteran preference, if any.

2. For all other positions, names of 10-point preference eligibles who have a compensable, service-connected disability of 10 percent or more (CP and CPS) are listed at the top of the register in the order of their ratings ahead of the names of all the other eligibles. Names of the other 10-point preference eligibles, 5-point preference eligibles, and other applicants are listed ahead of their numerical ratings.
