While I'll agree with you on the TRACON ranking, we'll have to agree to disagree on the higher level Towers. I believe it's all dependant on the type and volume of each individual facility. The majority of small up/downs are statistically carried by the TRACONs. If the towers were stand alone, they'd be on the verge of being contracted out (I am curious to see what the FAA does with some of the towers left over from all of the consolidation of the TRACONs). From all high level tower tours I've been on, they seemed to weigh heavily on type of volume (air carriers/air taxi/military vs GA).Yeah eligibility to transfer in the short term is drastically weighted towards tower only. But you get ranked higher by both Tracons and high level towers if you have a radar ticket. Honestly I can't see the trends continuing indefinitely towards tower only but that's just a prediction.
