Rumor is every level 9 in the country will be downgraded but still not be able to ERR out. /sAccording to Overlord Daniels, they are determining breakpoints for centers right now then they will start implementing ABACUS for the terminal side.

I've read the relevant article in the CBA, but I want to make sure and googling it gives an incomplete picture. To my understanding, if the pay band drops to where the top of the band falls below my then-current base pay, my base pay is retained and future raises are afforded as written - the base pay is NOT lowered to the top of the new band. Is this accurate?

From what I understand of your question, you are correct per this section. You remain on the previous pay band for two years (and get normal raises), and when that two years expires, your pay “freezes,” and your raises become 50% of the raise applied to your salary and 50% issued in a lump sum.
In my experience you stay above the band. The June raise is also a lump sum. Your pay will go up with January raises only, and only 50% of it.
