NATCA sent out an email to everyone around 1:50pm today and buried in a paragraph near the bottom of the email it says “Even though the longest shutdown in U.S. history ended on Jan. 25, and the FAA has communicated that it plans to make all employees whole by the end of Pay Period 5, our lawsuit is still ripe for adjudication over NATCA's request for liquidated damages.”

It sounds like the plan is still to pay everyone their back pay the PP4 check, but they totally swear that it’ll be done by PP5 at the latest. Who knows?

Also regarding the increase: they've typically raised the bands with an increase but I haven't seen anything that guarantees that at this time. The natca email explained the increase as 1.4% to base (before locality), and if one goes over the band they get 50% increase and 50% lump sum (which I already knew).

Does anyone know if the bands are raised this time? For example if a basic band maximum was $100,000 is it now $101,400?

Good, then I hope this January one raises the band like normal. I'm only about $500 below my current max so if the band raises up I'll stay below. The natca raise in June is going to cap me out and I'll get a lump sum. for the rest. Ugh. How many more natca raises are there? Up to 2022 right?

If I remember correctly the red book was extended once possibly twice. It's crazy expensive to renegotiate a contract and very time consuming, 6 months minimum.

It's easier just to extend which will hopefully happen with the slate book.

You don't get a lump sum, your basic pay just goes up. Unless your base is capped out then maybe you get a lump sum but I don't know of anyone that applies to.

This. It’s 1.6 lump sum payment, it shows up on the LES as ‘contractual award’.
It’s also off your basic pay, locality not included.

One of my friends CPC’d the second week of January. Since the ~1.9% raise (excluding locality) occurred when he was still D3 (Jan 1), will the raise only count on his D3 pay not his CPC? Assuming the payband doesn’t shift up. I hope that makes sense.

January raises that are government-wide raise the payband.

Not how that works at all. Basic pay is the bands...the locality is different at locations. If you are top of a 7 band at rest of US locality, and you transfer to a 7 with 25 percent locality, you will still be top of the band.

Yes/no. You can be under the basic pay band max at a 12 in sfo locality area, and still make congressional cap of 189,600 due to the high locality pay. Therefore you can still get a raise to your basic pay, and then they will lower what you are paid in locality so that you still get 186,900 which is the cap.

This also occurs in places like ny. And since controller incentive pay is paid off basic pay, this is a good thing.

Simple example (theoretical)

Congressional cap 150k.
Basic pay band top 130k
Locality 50%
Cip 10%

Controller could hit max pay with only making 100k in basic pay, which with locality would be a salary of 150k, which would get him 10k in cip.

If you keep giving raises to band max, he would get 13k in cip, and still be making 150k as a salary.
