My two cents... the pay issue raised is the video is actually worse and here's why.
First, while the DoD doesn't pay "1.6% annually in June" like the NATCA Slate Book calls for, the Step increases from 1-2, 2-3, 3-4 (all one year) and 4-5, 5-6, 6-7 (all two years) equals approximately 3.2%. So the annual Step increase (Steps 1-4) for DoD controllers is double that of the 1.6% controllers get in June under the Slate Book and about equal to what controllers under the Slate Book receive in June over the two-year Step increase periods (Steps 5-7).
Second, wait until Congress passes a budget and NATCA finds out the the SSR is going to increase for many (not all) DoD controllers another 10%. OPM has approved a 10% increase in the SSR for 2152 but it's sitting in a void because Congress has not budgeted the money.
If the 5.2% annual pay raise goes through (4.7% base and 0.5% locality), it is conceivable that the GS-11 pay scale for 2152s will range from ~$81,125 - 105,459 while the GS-12 pay scale will range from ~$97,235 - 126,4066. And, if the SSR increase comes through, add another 10%.
At this stage of the game, can anyone in a leadership position within NATCA openly admit controllers would be better off returning to the GS scale... and recognize that TCI and the ATC pay scale are both f*cking trash? Because that would be a true leader.

Some of the folks I work with are 2210s (IT Specialists) and OMB approved an SSR for them earlier this year. Only the VA is actually paying it... no other agency. And they finally heard what happened to the expected SSR increase. While OMB approved the SSR, OMB also said there would be no additional funds going to the agencies to pay for them... agencies would have to fund them from their current or future budgets. Good luck with that...
