It may vary from center to center. At my Z at least, you need 2 d-sides for D1 regardless of how many sectors in the area.

It’s a % of total positions per the CBA.

Almost every posting I've seen with RVA, Ci2 and a posting from Las Vegas mandate ATC experience or a CTO

A lot of them might also have a requirement for prior ramp control experiance as well. MAYBE if you also have just some airline experience like above/below wing ops. Some of the one that require a CTO might just boil down to LOAs with the actual airport.
