Yeah that's how they used to do it. They changed how they do things and I think the change was everyone does 86 now. Yes every single section has an additional comment section, as do individual questions that ask for an explanation.I saw someone mention about, "Add optional comment", in regards to the Financial Record section. I too had a rough patch in terms of debt and delinquencies that I've been working on to rectify.
Is fixing and attempting to correct Financial issues worth it? Also, any idea if they do have a section regarding, "add optional comments"?
I'm a bit stumped, and Clouds, maybe you can help since you had to do paperwork on this type of thing. Is there any advice on how I could complete section 11 if there was an entire year where I was moving about due to military training? I was in barracks the whole time and I don't know if I'm gonna be able to remember which barracks I stayed in, let alone find the street addresses of the buildings. I had no FPO as I kept changing training units whenever I would go to a new base. I've got a TOL for En Route and I know I'm going to need to re-do my Secret clearance and I don't want some weird info I write to be the reason I don't get a new clearance and, therefore, get my offer revoked.

Regarding the credit, how would a federal student loan on deferment affect this? (and a few "late payments" where I couldn't get the account switched over to deferment in time)

After that,I took the copy to the US Department of Citizenship and Immigration to get a stamped, letterhead cover page that indicated the copy was authentic and valid. Impossible to say for certain. Length of time might be good, but they might want some sort of proof of non use since then. Sorry I can't give you a better answer
