So Philly is going to work their airspace, to get pushed back up to a level 12. N90 EWR CPCs are going to stay at N90, go to other areas, and still stay a level 12. I’m sure Liberty is going to LOVE getting screwed over by Philly controllers! LOL
 
Wouldn’t that just push up Philly’s attrition rate?
To a certain degree I’m sure it would increase Philly’s attrition rate. Hypothetical as few people would even know “the plan”:
-N90 EWR controllers get full PCS moves to go to PHL, but lose 7.5% in locality and 7%+ in CIP (especially more at that 25% CIP rate) so who knows how many would actually move to PHL.
-PHL controllers, who train, get 1% bonuses to train and another 1% when certified, then the facility gets bumped to a level 12 (a pay raise) and increases their staffing number to accommodate EWR sector (go from 72 to say 95). Plus, who knows how much the agency is going to pay for controllers to go back and forth to train on the new sector (whether N90 EWR controllers go to PHL or PHL controllers go to N90). Hell, or the agency truly splits PHL (Memphis or Orlando style and drops the tower to a 9 or 10 and approach to a 10 or stays a 11).

Pretty pointless if you can’t even train
 
They’ve talked about doing things with N90 since the 80s. Your career will probably be over before EWR leaves N90.
Hell it took them 4 years to change our runway numbers. Can’t imagine how long something like this will take to implement.
 
You guys forgot one key part of the equation here: With traffic down and never coming back, PHL needs the EWR area to have any hope of staying a level 11. But I'm probably wrong and traffic is going to pick back up any day now 🙂
