I don't think it should be considered "scamming" I guess. Any interaction we have with pilots is better than none for educational purposes. Even understanding their schedules and how tired they might be, etc can help us serve them better and anticipate things evenI saw the "decision" or something it when I did my first FDT setup. It used to be much more lax but in the mid 90s or something there was an OIG investigation and they decided people were basically scamming flights by claiming to be on official government business when really they weren't, so now we have all the rules and limitations.
