Not entirely sure what you're driving at here... but if you're saying what I think you're saying, the moment NATCA decides furloughs for people at home, the high risk people will suddenly decide they are not high risk and volunteer to return to duty.
If that's what you're saying, then you forgot one element... as of this week, most high-riskers are lapsing into 120 days, and if they haven't returned to keep currency, they too will be classified as trainees, and won't have the option to return.
