Who needs an overtime MOU?

Thinking about creating an overtime MOU for our facility but I’m not entirely sure I need one, it seems like the contract covers everything.

The one complaint the members here have is : when staffing is below X overtime must be called . Mgmt and RVPs I talked to said that no manger will ever put that in an MOU.

Does anyone have any examples of OT MOUs that have a precedent for this example or any thoughts?

When the schedule is made, it is not allowed to go below shift guidelines. BUT if an OS says they’ll work in the rotation they can make the call to not call in OT and work in place of a CPC. So let’s say Johnny called out sick and now it’s 4 for the morning, OT should be called but supervisor Joe says he’ll work a normal rotation with everyone else, that it allowed.

So if supervisor Joe is in the rotation is a cpc CIC/WS, if not who is answering phones and doing paperwork?

I have found that when a supe says they are going to work the rotation to negate calling OT it never works in our favor. Just run the damn list and stop putting your performance raise above the mission.
 
Our facility runs the OT list every time staffing falls below minimum. Supes don't work into the rotation because someone has to be counted as CIC. My last facility didn't run the list every single time like they do here. In fact I don't even know what our criteria was, I think we called the manager when we thought OT might be necessary and they'd call back and say yes or no. We barely worked OT at that facility.

I can’t recall a recent shift that’s been staffed to guideline numbers, even including OT

That's exactly why you wouldn't want one. The leave flexibility is worth more than the single OT call per quarter. Having a sup agree to cover for leave is also nice. That would be gone with an OT MOU.

Good place to start is your BWS. It might say something along the lines of these are the numbers we need each shift for publishing. After it’s published, there is no requirement contractually or otherwise to go back to BWS number unless specifically stated. Obviously there is a line that’s obvious to call overtime but unless it’s stated staff to traffic and workload. That’s it.
 
How do most of your facilities treat OT when it's calling the next shift in early? Is it treated last? My facility does full shift OT calls, followed by holdover, then devs, then calling in the next shift to come in early as the last resort.

When we did it it was full shifts first to address staffing shortages. If there wasn’t overlap between shifts but still had the staffing minimum, holdover was used. In all cases devs were dead last. We’d call in another shift early and give CPCs the OT opportunity before a dirty dev ever got the chance
 
Does anyone have an MOU that differentiates tracking holdover vs scheduled/call-in OT? If so, how is it worded?
I used to work at a smaller tower (~15 CPCs) and we tracked both. The MOU stated ALL overtime was tracked and was the ATMs responsibility to keep an accurate and up-to-date list. We rarely had holdover OT so it wasn't hard to keep track of that. Current tower is ~40 CPC and we only track 8 hour scheduled and call-in OT shifts. Our MOU states that Web Scheduler will be used to record and track OT and the only drop down choices we have in WMT (for assigning OT) are for 8 hour shifts. There is no holdover option

They used to track it here but apparently stopped some time ago because WebScheduler has no ability to separate the two...but there are a few people here (myself included) that want nothing to do with call-in/scheduled but would be happy to work holdover. Trying to see how others do it.
