Staffing wasn’t as bad back then and the management personnel that would make these decisions weren’t getting embarrassed in front of congress and in the media. It was a different climate.

I was. 9/16 CPCs at my facility had releases. My ATM and Facrep asked on my first day where I wanted to transfer to. Had never operated the facility with more than 14-16 CPCs, and number changed overnight to 22. Locking people in place for years
