A little update on this:

My facrep talked with my ATM and told them they were instructed by the district to leave the PRoC in my personnel file. Even though no conference ever took place, let alone within 10 calendar days of the observed performance, and I was never given a physical copy of the PRoC in person. So I guess the agency is cool with slapping false records in your file. My rep has handed this to my regional NATCA leaders to discuss this with the district GM & AGM. It sounds like they are all on some kick to issue bullshit PRoCs at the moment.

Yeah fuck that, Article 9 it.

I would challenge this as much and as far as you can. Rumours on my end have increased and there is a point to this that will become apparent in the future.
