So if/when there's a shutdown are the folks on EA screwed as far as back pay? Can't really back pay us for not working right?
That's false. Considering we are not allowed to leave the immediate facility area and must remain sober during working hours, they would have to pay us, because we are technically working from home.

Ive always wondered what will happen when it came to this, it says employees who are required to perform work. Admin leave while we are recallable, is that considered work because I can’t drink? Natca had a hand in this along with every other government employee union, because previously we had to wait for congressional approval for back pay.

Yeah it's weird for us now...
Like you get paid whether or not you work now.

You couldn't be in a paid leave status so annual and sick was furlough.

Now it's come to work and make normal (differentials?) Or take the lower check and be a scammer, but enjoy a vacation.

Of course they can back pay you for not working, what do you think has been happening for 6 months? Call it what you will, EA, furlough, temporary RIF, etc.... end result is still the same.
 
Technically, my Employee Express hasn’t shown Admin Leave since we started Zoom however many months back, so I’m pretty sure everyone on “EA” is actually teleworking.

It got pushed back until the government opened back up. 2 month delay for me. When they opened back up my HR rep sent 3 new start dates for me to pick from.

Yes. On call work is defined at work in labor law. The litmus test is if your time is your own or not. If you must be ready for duty and recallable in a reasonable amount of time, you’re working.

Correct. Engaged to wait vs. Waiting to be engaged. There are certainly grey areas between each, but if you are unable to accept outside work during specified hours, and must be in a condition to be recalled, it is being engaged to wait.

I would think the upcoming senate runoff races in Georgia have the potential to force Mitch's hand more than anything into overriding a veto. While, IMO, both are the GOP's races to lose, it has the potential to blow up in the GOP's face if they were to dig their heels in for the next month and a half on both stimulus AND a shutdown.

It looks like the demographic from Georgia that actually got Biden over the top was college-educated white people in suburbs turning away from Trump; the election calculus then becomes what that demographic's perception of a shutdown and lack of stimulus is. If that negative perception is enough of a driving factor to have them flip from red to blue in senate races like they did in the presidential race, then a shutdown could be averted and a stimulus package could be passed. Probably not, but who knows.

9 years ago McConnell said the debt ceiling was a hostage worth ransoming. Now he might be thinking overriding a veto for stimulus and avoiding a shutdown might be a bribe worth making. Either way it's abundantly clear that it's all a game to him and he only cares about his side winning and not, you know, the country actually doing better.

They’ll get something done. Even he knows that if he keeps ramming through trump nominees with the govt closed it’s a bad look for him.
