I have no idea how anyone can say they don’t think the decision had anything to do with RIFs, but then turn around and openly admit they don’t know the reason lol.
In a furlough (govt shutdown, not rona) you can't be on excused absence (or any paid leave)

I don't know what would happen if you aren't current and therefore can't be furloughed? Are you on excused absence?

I think your technically furloughed but then you always get back pay

For people at my facility at least, they stopped coding it as EA when they started doing Zoom however many months back. They code it as 4 hours of Zoom, 4 hours of self study per day, 40 duty hours per week.
 
Myself and the other high risk person got a call from our OM today, basically asking what we want to do. Both of us volunteered to come back in lieu of losing certs, but we are still on 5/5 and the manager said we will likely stay that way into the new year.

Both of us risky people decided that we are probably more likely to catch COVID in a grocery store than we are at work, so we might as well be working than whatever limbo the FAA has us in.

Also, I wonder how a facility stays 5/5 during a shutdown? ?
 
The sequester was different. Every shut down we had we got back pay for. I took a furlough day too during the sequester that I never got back.
True true. My mistake.
