Your whole argument is based on what-if's on the worst possible case scenario and not really rooted in a reality we live in. What if Trump fired the whole government? What if they laid everybody off in the ATO? What if a Russian EMP goes off tomorrow and knocks out power to the entire eastern seaboard? You're overvaluing the potential for RIF's without giving any value to the absence of RIF's. Yes Reagan fired every ATC but that was a completely different time and PATCO violated federal law and some act of congress I can't remember by going on strike. Also the FAA is such a small percentage of the budget that the only reason to cut funding would be for optics which would backfire almost immediately. No politician is going to cut gov jobs to save a few million when the national debt is 20 trillion dollars.
And you're entire argument is it's something that never can or will happen.

Yeah there was a student that had symptoms so they had to quarantine that class. Never heard if they came back positive though. Trying to figure out when to give notice on my apartment. I’m just going to wait until the last possible minute just in case.

And why didn't trump just stop recognizing the CBA instead of writing EO's that won't take effect till the current contract is over? It would be a lawyers dream if the government attempted this. Its kinda laughable you are so into trying to explain into existence something that just wouldn't happen.

Are they saying we will have access to a vaccine before the general public though? I’d think CPCs might be considered in a tier of first responders, but people still at home are “non essential.” If we can’t get it early, they’re still estimating mid-late spring for widespread distribution. Some facilities might hit the gating criteria before that.

Idk if they’ll be able to get that specific. My guess is you could just show your credentials and get it. I don’t think they are gonna be handing out tickets. But who knows. Either way gating criteria isn’t gonna happen before spring. And that’s when they say vaccine is wide spread. I would like them to put out that you guys can come back when your vaccinated tho. Not wait until the vaccine is available and then have 3 months of work groups then say it
 
I’d normally say that we’d have some measure of priority in getting the vaccine, but watching how the FAA handles positive cases I’m a skeptic about that now.

Luckily for us the FAA probably won’t be in charge of that. Unfortunately it will probably fall to the CDC to recommend and whatever state you live in to decide.

So do you think they will require a vaccination to get back in the building if you are not there now, because I cannot foresee them attempting to require it for the workforce as a whole.

CDC already has tiered distribution plans they maintain for vaccine distribution in the case of a pandemic. I believe Stinger has a better idea, as usual, but we're like the third tier or something.

 
So they can bring people in for new RTF and tower/enroute training but not the cpcs who withdrew from their previous facility and nested back to their old facility and have been sitting at home making 120k for 9 months?

Also FLRA decision 3-RO-70004 (1987) certified that NATCA is the exclusive representative of center and terminal 2152 employees (and then other decisions certified NATCA as representing other bargaining units too). Doesn't explicitly say "this union has the right to exist" but it does say "this union that exists has the right to represent these people." The decision can be found copied in appendix D of the slate book. I would have thought it would be recorded online somewhere else, but it doesn't seem to be easily findable. May still be on paper at the national archives in St Louis or something.

The EO seems to be the source of authority for us to have a union, but I'll submit a correction: JFK's EO 10988 was "revoked" and replaced by Nixon's EO 11491. The meat and potatoes is in Section 1, Paragraph A:
Each employee of the executive branch of the Federal Government has the right, freely and without fear of penalty or reprisal, to form, join, and assist a labor organization or to refrain from any such activity, and each employee shall be protected in the exercise of this right.
The right to have a union is explicitly NOT afforded to employees of the FBI, CIA, Foreign Service/Dept of State, Tennessee Valley Authority (??), or any agency's security or audit bureau. I'm not sure what the national security concerns would be for letting security/audit/intelligence employees collectively bargain, given that strikes are illegal in any case.

It appears we're the 3rd general tier, since we support critical infrastructure and national safety. At least that's how I'm reading it.
