My start date was May of 2012. On top of this why is my experience from my second job starting in 2015 not counting for anything?

Okay. Based on what you said above...
but that you must hold one job at a minimum of 40hrs a week for at least 3 years.
...I guess they are saying you need to have 3 years be of actual full-time experience........even though that goes against what was said about prorating part-time experience. Maybe call back for further clarification...
 
They said they gonna talk to the supervisor and see if they can make an exception and give me a call back
You spoke to them just now? That's some dedication on their part... even if HR is on the West Coast it's 5PM.
 
Anyone receive the AT-SA invitation yet? My application still only says received...

That's kind of what I thought. In the past, whenever I've tried to talked to HR, they've been like, "I don't know, we're not involved in that process, I can't help you." I'm like, "I just said hello, I haven't even asked you anything." Lol and HR is in Oklahoma.
 
So my application status changed about 3 weeks ago and stated "reviewed" with a description saying that I was not qualified. I called up HR so that I could know what it was that deemed me as unqualified (I have 2.5 years of full time school, currently am attending a cti school with aviation related coursework, and 3.5 years of at least 25 hours per week work experience) and they said it was a system malfunction and kept my status as "reviewed" but changed the description saying I am qualified. I'm not sure when and what to expect next but I know well enough to keep living my life until I hear anything back

Hey, at least you've heard something. My status just says Recieved. Nothing else yet... Waiting is the hardest part.
 
So HR never got back with me so I called them back today to see what they were able to do for me. The gentleman I spoke to was super friendly, and he told me that the rep who actually reviewed my application and disqualified me was wrong, and that they had actually went back and reviewed my application again today and marked it as being qualified. He said that having your hours spread over 2 jobs is not an issue at all. He said my USAjobs resume status should change within the next 48 to 72 hrs to reflect that I am qualified.

So if anyone else suspects they have been disqualified for working 2 jobs I would encourage them to call HR and complain.
 
Still just received for me. Very frustrating, although I understand fully that the government hiring process is very slow. Hopefully I'll get something soon. Good luck to everyone.

Depends, some are very fast. Mine iirc was only on the fs desk for a week before I received approval.

Honestly the whole process takes ages just be patient, learn to hurry up and wait.

I just put the hours I'm currently working and didn't think to separate the full time and part time experience. Anybody else have a similar experience?

If you qualify on work experience alone, might want to clarify that with HR. Someone had a similar issue and had their not qualified status revised.

I have a bachelors but was unable to get my transcripts before the application closed so that's not being considered.
