Do fringerprints HAVE to be done at a local/federal law enforcement location?

If not, would I have to pay in that scenario?
I dont think they need to, but I did mine with the local Sherriff just to be sure. You have to cover the fingerprint costs regardless of who does it.
 
The fingerprint email specifically says they only accept Ink prints, but then proceed to give a link to search for livescan prints. Can I use livescan despite them specifically saying they only accept ink? Seems contradictory.

None of my local PDs do fingerprints somehow.

On my fingerprint PDF, it only has the following wording "Official taking fingerprints must complete all identifying information in black ink: sig of official taking fingerprints and title/address." Not necessarily it has to be ink on fingerprints on paper.

1. USE PRINTER'S INK
2. DISTRIBUTE INK EVENLY ON INKING SLAB
3. WASH AND DRY FINGERS THOROUGHLY.
4. ROLL FINGERS FROM NAIL TO NAIL AND AVOID ALLOWING FINGERS TO SLIP

Maybe I'm overthinking this? I just don't want to make any avoidable mistakes this far into the process.
