Government Shutdown

So if we’ve already taken leave and they have coded it normally what do we do?

Our facrep has reached out to the ATM and officially asked all leave that has been taken up to this point be coded as furlough.

@Stinger there is a chain of command or hierarchy, the faa can't trump (for lack of a better word) OPM.

The FAA won’t be contrary to OPM but they will give more detail on the process and the union will analyze it under the terms of the CBA.

You guys are mixing up past/present/future
Past-all leave was coded as furlough-there was no leave
Present-You can take either leave or furlough (and the furlough is guaranteed pay)
Future-Essential persons are able to use paid leave if furlough is ever not back paid-ie lack of appropriations or something turns where furlough isn't paid you have the choice to risk it. (although the bill may always pay federal employees furloughed from now on, not sure)

...We expect most essential employees to opt for furlough... CUT AND DRY FROM OPM

I think all of us are currently worried about the present shutdown and that's what we are discussing. The future will be the future and in the event that a bill is made law that guarantees back pay for leave taken while not being charged leave you'll have the same situation.

I don't believe the current situation, a backpay bill with no leave charged has ever been passed before the shutdown ends.

That is what's so surprising to all of us. Pandora's Box has been opened... As a supe said later today.

Even though it said no leave will be used there are plenty of facilities mine included where sups were not coding leave as furlough. I personally had leave during the first week of the shutdown that was coded as furlough, but other leave that was coded as AL or SL.

I dont think they can or will play those kind of games. It's all going to be furlough. I hereby retroactively want all mine to be furlough, as I was not given the option and unaware of this silly nuance!

Yeah this is what I’m talking about. All our leave has been coded as annual or sick so far.

Yeah mine is coded as AL as well since it was approved prior to the shutdown, wondering how yo go about this retroactively...past tense coughing?

Mine was also approved leave before the shutdown as well. At first everyday our sups were going in and changing LV to furlough, then the Telecon about tracking SL happened so now things are being coded as AL or SL. As off now I have 3 days showing as furlough 1 as AL and 1 as SL. Our cool sup (shout out to TCassie) told us they were instructed to start coding LV as AL or SL and that NATCA and the FAA would hash it out later.

FFS, throw the OPM guidance at management ( Government Employee Fair Treatment Act of 2019 | CHCOC) and say you want to be coded as furlough. Or have your facrep do it. It says you have the choice and then goes on to say they, (OPM) recommends that you take furlough because you won't be charged leave but still will be paid.

Print off the OPM guidance and hand it to your facrep. They should be advocating for you.

So what's stopping me from taking furlough leave and finding a temporary job that actually pays instead of IOU's

Here is what the public thinks of us. These are some of the comments under a news article about air traffic controllers.

Because I'm assuming you would still have to request lv according to our CBA. So AL as per the CBA (staffing and workload). Sick as sick (and you can still be busted for abuse).

You can still be denied spot due to staffing. Just imagine following the contract but it will not hit your lv balances.

You can't just ask to be furloughed. If you can get approved leave then you can request that it be changed to furlough. If you plan on just banging in sick every day you will be held to the CBA and requested to produce a sick note.
