How do I interpret this 'Staffing' portion of a facility listing?

How do I know if a facility is a decent place to try and ERR out of? I'm not sure how to read the Staffing part of a facility on this website. Hoping to get a facility list from the ATO here sometime and wondering how to structure my list apart from the places that I'd want to go on it. Thanks
