My phone glitched a bunch of “why” responses on accident. I was trying to respond about why the one person resigned.
 
I heard BOI controllers weren’t happy with the extra workload from Bozeman as they didn’t get an upgrade from it - just the extra work.

They did get an upgrade. They were dropped to a 7 around 2013 and back to an 8 after they picked it back up. I would think most got that extra pay raise if they were already there.

Maybe it was just the workload being more than was desired for the effort. All secondhand things I heard anyway.
