The executive order signed excludes Excepted Service positions that are schedule A and C. Excepted Service (as opposed to Competitive Service) have a specialized application process, which can be for several reasons: more specialized knowledge, handling of classified information, or needing to hire from only a specific background. They're also often more temporary than Competitive Service positions.

Based on my understanding, most if not all FAA positions are Excepted Service (and thus most likely exempt from the hiring freeze) though I haven't yet been able to find which schedule that controllers and trainees fall under. If it does in fact apply, they'll probably notify us in the coming days, but I think in its totality, this hiring freeze would be very unlikely for us in particular.

For what it’s worth the Trump appointed secretary of transportation has said he wanted to hire more controllers. I don’t even see how the MAGA mind would come to the conclusion that freezing ATC hires makes any kind of sense.
