I read this as well. Sounds like a very good political move! Would be smart, even though we know he fundamentally opposes them. If he cant keep the Dow jones artificially inflated until November it wont matter #CHINA #TradeWars #Covfefe

Maybe but what he put out says he will leave locality untouched. "In a surprise move Friday, the president abandoned his quest for a pay freeze in 2020, although there will be no locality pay adjustment under his plan." Check out the article on GovExec. Still anything is possible im hoping for locality too.

2.6% raise on the base with no locality adjustment would still be the best raise in the last decade or so and anyone who complains would have to be nuts.
