House republican plan

I thought engaging in political activity while on official time was already illegal under the hatch act?

It is. I just got an email about NATCA in Washington, that was one of the bullet points: you have to be on RDOs, annual leave, or LWOP for the duration of the conference. What this document seems to be talking about is not allowing union reps/RVPs/etc official time to conduct union business.

Also, it's pretty fucking rich to say that unions can force members to pay dues when that's... actually not the case. At least for public-sector unions.

OP says it's not meant to be political but unfortunately it's always going to be when you work for the government.

Whatever they are saying about the intentions, it’s nothing more than trying to hurt the unions ability to conduct it’s business. How many of your facreps would do their jobs if it meant doing it 100% outside of work time and potentially unpaid?

They're trying to take official time away, and you're making a joke about how they're gonna give them more leave? I don't understand
Official time costs the agency. Taking our annual leave to replace their free time wouldn’t. We are getting paid for our annual leave no matter what, unless you are dumb enough to carry over more than 240.

theres Already been a few XOs that have gone through meant to undermine unions. Things like not allowing government facilities or resources to be utilized by unions (see the VA.. they evicted all the union offices right after it went into effect). death by a thousand cuts

Oh alright I thought you were saying they would be given an extra 30 min of annual leave, not they would be charged it. My fault ?

I hear the VA abuse's the crap out of official time, so bad that that is what inspired Trump and the GOP congress to notice it and try to ban it across the board. I have really not seen much official time abuse with NATCA. Some Fac Reps try to max it out no matter what but hopefully that is few and far between. The only people I know of continuously on official time are the people that truly need to be. Fac Reps at centers, RVP's etc......

Interested to hear peoples opinions on removing the pay scale and going to a merit based system.

making it easier to be fired?
Possibly cutting our pay/pensions/leave?

Terrible idea imo. If I recall last time they did this, they only had funds to give x amount of people a raise. Or more of a raise. If the agency was authorized to give everyone a 5% raise if they merited it that might be a little better, but I’d still be against it for the favoritism. We have cash and time off awards for appreciating individuals (if your facility deigns to put in for them)

So it will 100% become a favorites game. We all know the people who suck off management every chance they get. Instead of reporting to the control room they swing by the ATMs office etc.

Prime example. Working one day and a sup comes in and gives the same individual three awards. Two cash and one time off. In front of everyone. Nobody else received anything. Ummmm....you seriously couldn’t find anyone else to reward? People that train non stop? That are reworking the orders to a better format? Etc etc.

I do wish that there were different increases for controllers. It always sucked to me that the best controller gets the same raise as the worst one or the ones on medical office duties for months at a time or ones blatantly abusing leave and dodging traffic. But for that to work you would need competent managers and metrics to determine who is good and who is bad, and since that don’t exist might as well stick with the communism 1.6% for everyone plan.

How do you measure how proficient a controller is? I can tell who better controllers are when I sit down, but how can you generate a performance based metric to judge someone? That’s a question way above my pay grade and math ability.
