You cant get N90. If you get terminal you are limited to level 7 and below. If ZNY is on your list then do better than the person in dead last and you wont go there.

I’m sure somebody will correct me if I’m wrong. But I’m pretty certain you’ve gotta request OCONUS before getting your list.

Now if ZAN/ZSU are in the top 250 they should be listed as alternates but that’s not always a guarantee.
