Depends on your POC. I’m waiting as well, we might get it today we might not. I’m sure they’re working hard to try and get them out by end of day on Friday.

Generally they spread them out over weeks. They cannot have every single applicant attempting to schedule medical, psych, and background checks at the same time. There is already a backlog for the people executing these exams/tests giving them 400 new applicants would only intensify the backlog. CILs have been dispersed in a number of different ways in the past. Some HR reps will give out a few a week, some use other methods. It is not dependent upon your last name, or your score, or when you submitted your acceptance of the TOL.
 
If I get a class date before June is there any chance they’d let me move it a month or so later? Reason is my wife and I are military and she’s in a upgrade school until then and we’d have no one to watch our kids until she came back.
 
2018: goal of 1701, actual of 1800+
2017: goal of 1781, actual of 1880
2016: goal of 1619, actual of 1680
2015: goal of 1772, actual of 1345 (increased their goals for 2016-2018 to make up for the shortage)
2014: goal of 1286, actual of 1112 (hiring freeze for 3 months)

They've met their goals, and care a lot about meeting their hiring numbers.
2013: goal of 1,315, actual of 554.
2012: goal of 981, actual 925.
2011: goal of 829, actual of 824

So while they're getting better at meeting hiring goals they still aren't doing it as fast as people are eligible to retire.

2018: 1,842
2017: 2,410
2016: 2,915
2015: 3,355
2014: 2,982

Can't say for sure how many actually retired...

Coordinate with your POC. And I would probably advise to do so ASAP.

Just wait until you get to that point. They aren't going to even entertain the question at this point.
