Ours (Article 24 MOU locally) has the verbiage as follows:

A week shall be defined as a period of seven (7) consecutive days including RDOs.

yes. that is consecutive

Yes you can bid with your RDOs in the middle of your leave.

No leave slots are used on the RDOs that are a part of your Prime Time Bid. But they need to be recorded. Especially at a facility that doesnt have in their OT MOU the restriction of an employee being assigned OT on their RDO that is in conjuntion with Annual Leave.
