Is there any documentation or anything you're aware of as to why that is the case?
Article 108 section 5 para b
New Hire (not required to attend Initial Qualifications Training): Basic Pay set at the AG pay band upon the effective date of their appointment to their facility of record.
 
Is it a federal rule across the board that prior military get the lowest D band upon initial hire? I guess that's more of what I was asking.

For a Military or DOD Civilian controller with fifty-two (52) consecutive weeks experience as a certified air traffic controller, Basic Pay shall be set at the lowest developmental pay level for the assigned ATC facility upon the effective date of their appointment to their facility of record.
 
Just an fyi, you are still at the AG level upon entry but your pay is set at the lowest developmental band. You will receive lump sum pay outs when there are raises until you actually certify on enough positions to rate a bump in the developmental pay level.

I don't think that is up to date because my pay on my FOL for anchorage is slightly below D2... is it any number between the high and low D1 or the starting lowest number
 
I chose 6/25. I tried calling the hr lady that emailed me the selection (CB) to see how this shutdown might affect things and what/when to expect next, but got no answer and just left a voicemail. I'm still a bit away from that 30-45 day mark, but would be nice to know how the rest of this process goes.

Shutdown? Are you talking about the federal hiring freeze if so I thought that didn't affect us

It doesnt however, if the Gov shuts down again as it has threatened since it DID happen in 2013. That would put a damper on things. RPO's released from duty, instructors let go from OKC, non-certified people sequestered, controllers not getting paid their full pay check etc.

Like what CK said. There's a potential government shutdown (basically an every year thing since congress won't pass a budget and just a continuing resolution) by the end of the week. If it does happen, it could slow things down/move back a start date, on top of controllers getting furloughed and/or not paid.
