Government Shutdown - March Edition

Two different bills for two different purposes. First, an authorization bill allows the Agency to exist and establishes what they're authorized to do. Second, an appropriations bill provides the funding for the Agency.

Appropriations for T-HUD (Transportation & Housing and Urban Development) was due to expire March 2nd. Appropriations have now been extended via continuing resolution until March 8th. Congress (House & Senate) has come to a final agreement on FY24 appropriations for DOT, to include the FAA, but they need an extra week to cobble together the specifics, print the bill, and provide members 72 hours to review the bill before voting for passage. Funding the FAA (real funding, not a continuing resolution) for the remainder of FY 24 sounds like a done deal.

Second, FAA Reauthorization. The authorization for the FAA to exist as an federal agency expired in December but extensions to that expiration date were passed by Congress and signed by the President. So we're still here. Anyways, the House and Senate have passed FAA Reauthorization bills but there are differences in the language of the bills. That means they must convene a conference committee to come to an agreement on a single bill. This is usually accomplished via give-and-take negotiations. So there will be another extension of FAA Reauthorization, until May 10th, to give the conference committee time to negotiate a final bill capable of passing in both the House and Senate and being signed by the President. This will get done.... eventually. And I'm more interested in this bill than T-HUD appropriations.
