Question on how ERR pay raises work

So I understand that you get 4% transferring and then another 4% once you fully certify.... But what happens to the time in grade raises in between?

For instance, assume a base pay of 100k
A 4% raise would be 104k
And then the other 4% certification raise would take you up to 108k

If you get the 1% July raise though,

You would transfer at 104k and then get bumped up to 105.4k.

Would the CPC raise you up to 108k?
Or would it raise you up to 109.4k? TIG + 4k
Or would you get a 4% raise on the 105.4 k that you make? Which would take you up to 109.61? TIG*1.04

For easy math, lets just say you were going to make $80k this year and bottom of band CPC pay at the new facility is $140k. Your start date is May 1. It takes you 2 years to certify.

You get half (meaning $30k) when you walk in the door May 1, 2025 ($110k)
You get the 1.6% raise in June, 2025 ($111,760)
No presidental/executive increase for EOY 25 (assuming)
You get the 1.6% pay raise in June, 2026 ($113,548)
No presidental/executive increase for EOY 26 (assuming)
You certify May 1, 2027 ($143,548)
You get the 1.6% pay raise in June 2027 ($145,845)

and so on....

The annual length of service adjustment to Basic Pay shall not be granted in any year in which a prohibition on step increases under the General Schedule (GS) is enacted by statute.
 
Is 4% in the contract specifically? Doesn't sound familiar.

It works like this: On the day you transfer, calculate the difference in NON-locality pay between the old and new facilities.

Divide that in half and add that half to the NON-locality pay at the new facility. Keep the other half in mind, you'll need it later. Then add locality pay for the new facility.

If you're still a trainee when June comes around, add the June raise to your current pay. Same in January.

When you finally make CPC, take the old "half" number and add it back in to your current NON-locality pay, then adjust for locality.

The half that you add when you make CPC is exactly the same number as the half that you added back when you transferred. It doesn't get updated or changed if you've gotten a June or January raise in the mean time.

I’m guessing they are talking about an 8% raise (4-10 transferring to an 11-12). 4% on the go and 4% after certifying.
 
So the 8% will usually be seen going from a 10 to 11 (because the 8% will be greater than going to the bottom of the 11 band). Your FOL will spell it out. If your initial raise was 4k, upon certification you will get 4k (a fixed number). So it is actually advantageous to check out quick to continue to compound.

This is the answer. And these doom and gloom guys think we don’t get a raise lol, it’s in our contract. We still getting it. See me in July.

When have they ever cancelled GS step increases via statute? During a 0% raise year, or hiring/pay freeze year they still got GS step increases.

During the 08 recession some agencies temporarily paused or slowed increases, but I do not recall any broad cancellation by statute.

There is no precedent.

It would also require Congress (via reconciliation to avoid Democrat filibusters), not just a random EO.
 
In simple terms, you get half on the go - half when you cert. The other half when you cert is NOT just bringing you to the bottom of the band, it is a lump sum amount that will go on top of your training salary meaning you keep your June raises from training. This only applies to transfers not first facility. There is a good explanation of this with examples in the thread Pay FAQ

Yea I know what the CBA says. You are implying they are going to cancel GS step increases
