SUS has released 5 people in a year and trains in 6 months at basically 100%. If it wasn’t for STL being a level 7 with 20+ cpcs to staffing and a 70% successful rate, SUS would never end up there but it’s hard to compete with the “international airport” 5 miles up the road for people who don’t really know any better.

Someone should have picked ELM they are about to be consolidated and the person could have been CPC then transferred in a year.

The biggest problem is that with this new system, people don't have to go to shitty black holes anymore. For the people at BGM and ELM looking to leave when they eventually consolidate, there is going to be one massive wave out and if you don't get out on that initial wave, you might end up fucked unless they change the placement system. For example, BGM released 2 on the November panel. Neither cpc left yet and the projected dropped below 85% but not far enough to force someone to go there as a mandatory slot. It has been available for 5 months for anyone to choose from the academy or from a prior exp list but no one is going to go there when they have a choice to go anywhere remotely better which is not hard to find. Basically they can't release because they can't get any new bodies in the door even though they meet the requirement for actual cpcs on board to release. Meanwhile you have a bunch of these low level towers staffed up to 120%+ projected. The black holes have never been harder to escape.
