What do the categories mean again?

Cat A are mandatory facilities
Cat B are 25% of graduates (bottom 25% rounded down) must choose from these facilities
Cat C - the other 75% can choose from these facilities
Cat D - If you score 90 and above you can select from those facilities

But at the moment they just combine Cat A and B, so bottom 25% choose the Cat A facilities (in priority order) and Cat B just exists for decoration
