This is probably right, the staffing number would literally be half of what the FAA is so that saves 50% right there, contract towers typically have a ATM and no sups, the pay is less, benefits are lower and the pay ranges are small, almost flat, there are no guys with 30 years in there making almost double what a new controller there makes.
Lack of pension is the biggest money saver.
