Started the process last night as the bid opened up but quit around 2 AM. Started again today around 2 PM and just got it submitted at around 10. Constantly refreshing each page of the Aviator portion to see if I could move even a little further. 1 step forward, two steps back. I would say for those trying to get it submitted I had 3 windows of around 2 minutes throughout the day where the servers were actually working enough to make any progress.

The good news is you don’t have to do anything else for months.
 
if I were to use my previous atsa score, would I have to do something in particular? or would I just ignore the ATSA signup e-mail? Got a TOL last bid, but couldn't accept it for personal reasons
You can ignore it. I had a BQ and applied again, and let the application email sit. Your score is good for 3 years unless something has changed in the last year and a half.
 
Well it took about 2 hours but we are back again. Fingers crossed for everyone, looks like I'll be lurking around her again now

hmm, check if you meet the requirements listed, age etc? I think if you answer no to a question that requires a yes then it automatically rejects you.

Contact the rep on your previous TOL.

I formally declined the offer in October/September 2020 (personal reasons, noted in an actual response to the offer) and got a second one in the same batch as the people whose AT-SA was delayed by covid without asking. I don't know what triggered the new one, but I accepted the new one xD.

Maybe they can send you a fresh TOL and you can bypass this shenanigans entirely. IDK, looking at your posting history, it appears you accepted the TOL and then dropped out? (I never accepted it in the first place)
