Hiring Bid FAA-ATO-21-ALLSRCE-73599

Hmm I'll have to check my preferences, I don't see anyone's signature.
January 2020 OTS Bid(Pool 2): Applied: 1/24/20 | ATSA: 5/22/20 Well Qualified | TOL: 9/29/20 | EODS received: 1/22/21 | EODS approved: 1/27/21 | CIL: 1/28/21 | Medxpress submitted: 2/8/20 | medical exam 2/12/21 | drug test 2/15/21 | e-qip submitted 2/15/21 | Security interview: 3/2/21 MMPI: 3/8/21 | informed of conditional Security clearance: 3/22/21 | informed of Medical clearance: 4/5/21 | start date: ???

They did something different for the 2019 bid. They didn't reffer anyone who was not goiong to get a TOL. Alot of pool 2 WQ were not refered that year.
Previous bid and I believe the 2020 bid refered anyone who got a qualified score.
Dumb question incoming that I'm sure has been answered elsewhere a hundred times: what is the difference in being referred and receiving a TOL? What's the point of being "referred" if it doesn't result in anything? Does it just mean you are being considered for a TOL?

From what I understand:
HR handles the hiring process and makes a determination to refer you to the ATO. Nobody really knows why they did something different in 2019(maybe too many applicants?)
Once refered, the ATO is the one that says if you will get a TOL or not

Wait, the first time you applied you got WQ but not referred? Why is that?
Haha, the 2019 bid was so weird. There were actually some people in P2 that were BQ and not referred. Then the 2020 bid I basically flunked my test and got referred. It's a big question to me as well, but I unfortunately do not have an answer as to the method of their madness.

I'm still mad about the 2019 bid. I got BQ and my app is still under review, then got WQ last year, referred, but no offer. Super frustrating, but at least there are some familiar people chatting here again!

I just checked USAjobs actually, I'm out of the 2020 bid, but my application is still under review from 2019... this process man
Why would you retake the AT-SA a year after scoring BQ? Can't you carry your most recent score over for a couple years or something?

I scored BQ in 2018, no TOL. Carried over my score to 2019, application was denied because I didn’t attach my college transcript. For 2020 bid, carried my BQ score and now waiting for a class date. Your score is valid for 3 years.

My thought process was even though I got BQ in 2019, people still did better than me and I didn't get picked. I didn't want that to happen again. From what I understand they just go top score and down the list. BUT, here I am so who knows.

I'm planning on taking it again this year if I'm able to.

Can anyone back this up? I feel like I've seen the advice given that if you score BQ that's the best score one can get and you should sit on that score as long as you can, and it's not really worth your time to retake. Truly I'm clueless here and just looking for others' thoughts.

I sat on my BQ from 2018.

I saw that (and congrats on waiting for a class date!), is that what's kinda standard though? That just kinda clashes with what Chuck said where his concern was "well if I wasn't hired with my previous BQ obviously others scored higher so I need to score higher".

Are we all just completely in the dark on this and no one truly knows? Lol

Completely in the dark. The FAA seems to change the hiring process every year and nobody ever knows what the process actually is
