Article 29 of the contract goes over it pretty plainly:

Management here is trying to say that COS approval is subject to staffing, and that they have the right to deny it if it results in overtime. I’ve been to multiple facilities throughout my career, and it’s always been granted when requested, as it’s a “shall” just like sick leave, but this is the first time I’ve seen such a fight back against it, and an outright denial.

Thoughts?

I’ve had two facilities fight me on CoS. The first one I had to take to my RVP and they got their counter part at the district involved. My ATM magnanimously decided to approve it right after that. The second facility tried to deny it but thankfully I was able to bid the time off as prime time since I left in January. Can’t fight it if I’m already off the schedule!

But it is a shall be approved, and you can show your atm in many other places in the contract it will specify if it is subject to staffing and workload (see Article 30 under the 3 month baby care clause).
 
COS for me was staffing dependent and I couldn’t use it without adequate coverage. It’s my own fault though for not reading the contract.
 
It has to be approved. Mine went up to the district GM and he said that my ATM was reading the contract wrong. Approved right away and they had to schedule overtime. Sucks to suck. I tried to give them over a months heads up but they didn’t want to approve it then when they could have just moved some peoples shifts around outside of 7 days. When it went through all the channels, it was a few days out and they had to utilize OT.
 
So what's the deal with this? Shall the leave be approved by the losing facility prior to the effective date as requested (i.e. 8 full days before said date), or is this only to be used at the new facility?

Either, just coordinate it
 
A coworker did, but OM is saying it doesn't have to be approved on the losing side...
You have up to two years to take it. You can take with losing facility before your start date at gaining facility. If you plan to take it with gaining facility after your start date your previous facility wouldn’t have to approve anything.

If you plan to use it all right away, just take it with whichever facility is a higher level/more money
