Article 29 of the contract goes over it pretty plainly:
Management here is trying to say that COS approval is subject to staffing, and that they have the right to deny it if it results in overtime. I’ve been to multiple facilities throughout my career, and it’s always been granted when requested, as it’s a “shall” just like sick leave, but this is the first time I’ve seen such a fight back against it, and an outright denial.
