In the report, "well-qualified" means both best and well qualified. It might even mean regular qualified. Many people who got "best qualified" (myself included) did not receive a TOL for last years bid. If you called HR and found out which section and it was not "best-qualified" you should retake the test absolutely. Nobody knows how the Pools will do and you want the best chance possible.

Oh, I see. I wasn't aware they lumped it all together, kinda stinks that ya'll Best-Qualified folks from Pool 2 weren't chosen. I'll definitely test again then. Are we all hoping that more Pool 1 applicants pass the test this year then?

Exactly. More people are able to apply Pool 2 so we'd want as many Pool 1 as possible to do well.
 
If that's the case, if you are well-qualified and in Pool 2, should you not test again for a hope of a better outcome in Pool 1? I was well-qualified without any help of material such as ATCPrep but I wonder if I will have a better outcome if I test again this year with usage of the ATCPrep. Seems like what they are saying is that they took all the best-qualified if they had to dip into well-qualified for 264 applicants in pool 2.
I was in the "best-qualified" for pool 2 last bid. Did not receive a TOL, taking my chances and retaking the ATSA.
 
No right before they gave me the packet for the security clearance they reviewed my app and said I didnt have the minimum 3 years work exp. (I didn’t put my military time on my USAJobs resume) so they told me I had to wait an re-apply

Damn, just for forgetting to fill out the app correctly?! even though technically you did have 3 years min. work experience.
 
I know it’s the law or whatever, but it seems ridiculous to be not hiring best qualified candidates.

It has to be a balance between Pool 1 and Pool 2 applicants. Last year I think someone said Pool 2 had 700ish qualify, but only 200 or so Pool 1 qualify, so unfortunately it has to be even.

There are two pools: Pool 1 is military and CTI, Pool 2 is true off-the-street. By law the numbers they hire from each pool have to be within 10% (IIRC) of each other. So, for example, if they only have 500 Pool 1 candidates qualify from the ATSA, then they can hire no more than 611 Pool 2 candidates, even if they have 650 Pool 2 candidates who are "best qualified" (45% Pool 1, 55% Pool 2).
