FAA to DoD save pay

Quick question if anyone has any prior experience on this...Does the DoD save your base pay and then add on the SSR rate or do they just take your overall pay and then match that into the SSR table and match it that way? I've read multiple sites and can't get a definitive answer on it. Pointsixtyfive says that they take your base pay and then add on the SSR rate but can't find anything binding. Any inputs would be great.
 

Can confirm this is the case. Basic rate (no locality) will transfer over up to the max for the GS level, then you’ll get SSR.

This must be handled differently everywhere. This is not how I was handled and there were 3 others besides me handled just like I was. All 4 of us were squeezed into the appropriate gs step (considering SSR) that matched our current pay(inclusive of locality). If we fell between 2 of them we were moved up to the highest not to exceed step 10.

Example: If you're at a level 9 with rest of us locality and make 100953 and were transferring to a GS12 with 30% SSR you'd Fall between step 7 and 8 and be made a GS 12 Step 8.

I’m sure you’re right. I didn’t follow through with the transfer. My FAA pay was greater than the whole GS12 band so the offer was maxed out at GS12 step 10. Declined for a different reason.
 
I have heard pretty much a 50/50 split on how they are going to set salary. Of course HR doesn’t answer any phone calls/emails. Sounds like it depends on how HR interprets the rule at different locations.
 
There's no "depends" it's a straight forward rule you can find on opm.gov pay retention is for base pay only. Whatever your base pay is now is what it'll be there. Then you add whatever that places locality is and any other premium they may offer. Save pay=base pay.

Damn really?! Is there an instruction on this somewhere...I was thinking of taking a GS11 spot and was under the assumption that I’d be GS11 step 10 since my SF50 has me above the base for that when both are without locality/SSR

But if it’s the way you describe I’d only be offered GS11 step 8....not really feelin that...

Keep us posted. I'd like to see how other agencies are handling it. If you google Highest Previous Rate you'll find some OPM stuff that'll explain it. I think they have options for how they bring you over. There are other rules like Voluntary Downgrade, which made me nervous when I was getting hired. They took more than a week to set my pay after they sent me a tol. It seems as though they can handle it any way they want UNLESS you're already on the GS pay scale. If you were on a GS pay scale they'd take away locality and add ssr, but they aren't required to do that if you're on another pay scale. It sucks.
