I agree to an extent. In my case, I wasn’t able to move within the FAA, so I moved myself to the DOD. My DOD facility complexity bumps my qualification level up to 7,8,9 lists. Also GS12 makes substantially more money than a low level. As a former faa employee I get the frustration of people stuck at facilities watching people jump over them, but if the faa wants people back, which they have indicated that they do, they gotta make it attractive. If someone leaves and doesn’t add an ATC facility to their resume, I agree send them back to their previous level.

This right here! If I left the agency and got more experience I should be rewarded for that experience I took a leap of faith knowing I might never come back. If the FAA wants people so bad there are a lot of people that quit and if you offered them the same city they are currently working in I’d bet they would go back. Also I make a lot more money now in contract than I did at my low lvl sending me a list of low levels and expecting me to take a pay cut from a contract facility is asinine…
