No. The 13 months is how long your temporary employment is valid for. Your temporary employment doesn't even start until you swear into the FAA at OKC.

I got my TOL around 1:30 CT and after immediately sending back the forms I got a confirmation email from them about 2 hours later. Much quicker than I was anticipating, honestly.
