Facility Downgrades / Upgrades

Been meaning to post this for a couple weeks now, but never got around to it:
Effective dates of April 28th, 2019.
PIA from a 6 to a 5.
YIP from a 5 to a 4.
 
They are above the breakpoint but I don't know at what point you get upgraded.

2. RAISING FACILITY PAY LEVELS
The following requirements must be met:
1. The facility is required to make every effort to have one (1) full
year of complete and accurate data.
2. The calculated TCI must be at or above the breakpoint for a period
of three (3) consecutive months, as reported on the last day of the
month.
3. The facility manager must provide a twelve (12) month traffic
projection that demonstrates that the activity will remain at or
above the breakpoint.
4. In circumstances where a facility meets all criteria for upgrade,
EXCEPT that a full year of data does not exist, a validation may
still take place. If it is determined that the missing data would have
a de minimis impact on the calculation of the TCI, the validation
will be conducted as though a full year of data exists.
5. The information has been validated by the NVT.
When all of the above requirements have been met, the facility shall be
upgraded. The upgrade shall be retroactive to the first full pay period after
the first month the facility was at or above the breakpoint.
 
The Great Lakes consolidation is also taking effect next month, which will downgrade a bunch in the area.
LAN and FNT from a 6 and 5 to a 3 respectively, MKG & MBS are gonna be like 2s, GRR should probably be a 5. I know 4 is the lowest but shit, JXN did more tower ops in 2018 than everyone else but GRR. o_Oo_Oo_O

SEA reached the buffer Feb and just sustained above the buffer for the past 3 months. NATCA rep said we are just waiting for the panel to meet so we can submit the paper work ??

The buffer is irrelevant if you're going up. You probably mean you're above the bottom of the 10 breakpoint (green) for 3 months.
 
From a 6 to a 7 initially. They get to have less than a year of data or something as well and when above the breakpoint they will get to upgrade again on a quicker timeline than normal. They "should" be able to go to an 8 after that, they're saying.
 
when are the ARTCC's getting downgraded again? Asking for a friend.
