This shit is why we need to renegotiate tying facility pay levels to the actual AT pay band as promotion/demotion respectively.

The agency wants to do things like IQTR because releasing CPCs for movement creates two trainees in the NAS so they deny what SHOULD be considered career progression.

All in all I don’t think HR is accounting for the CPC resignations for those who continue to grow tired of the bullshit.
What other agencies are openly denying career progression I want to know. This sounds like a class action lawsuit…..they deny Sup Promotions left and right which is also career progression. What value does NATCA even have because they are turning their backs on us.
 
Just because you don’t agree doesn’t make them a sup. I am all about level caps and not screwing over the higher seniority and more experienced controllers stuck at the 8-9 and maybe 10s. I don’t think seniority should be the the deciding factor of who gets to move but it should play a part. Why does it only affect bidding? Otherwise it means jack shit.

There is no legal recourse because the hiring system is rigged for supervisors to meet a staffing threshold to be considered for the job. Just because you apply does not mean you enter the pool of applicants.

This is not accurate. There are many 2152 positions that aren't good time. The job announcement will typically specify under the "additional information" section by stating something similar to, "This position is NOT covered under P.L. 92-297"

Time as a 2152 is good time. I think he's referencing the 6% raises when you transfer facilities within the pay band that you can stack.

I don't see how that changes things. The statement, "time as a 2152 is good time" is false with or without the rest of your post.

Much as I wish to disagree, Move78 is right. Not the first one to agree with him, but for good or ill it something is needed (someone is always going to get screwed and IQTR is far from perfect but at this point just throw shit against the wall). Just look at BNA/AUS, both of these facilities are so far down the shitter it is not even funny.

Then why not implement a policy that will enhance certified controllers to move to them? Crazy thought right?

Oh I know it is not a perfect solution, everyone is getting screwed all around. The big brains just refuse to fix it at the expense of current FPL's, no argument there.

The disagreement involved the agency thinking this is a long term solution when it is not. It is a solution yes, on that much we agree, but not one that will allow movement for those 7 and under. That is the disagreement, not with you or your character.
