There used to be an Official Interpretations page inside the FAA network. That has been moved several times, and seems like it may be gone. Does anyone have the old ones?

Specifically, I remember one for 5-3-2 (a) that allowed tower controllers to verify the data tag and that counted as automation.

I'm asking because pilot friends are calling about DEN tower saying radar contact, contact departure.

This just reeks of peek bureaucracy, ugh.

Don't see one about what you're referencing.
And it's not that tower observing the data tag counts as automation. It's standard radar identification. 5-3-2 for radar ID, references back to 3-1-9 for tower use of certified displays, which allows for aircraft identification.
